MGCB Order Permits Online and Mobile Wagering on Horse

A business administration graduate from Stetson University in Florida, Nelson Clemmens is owner and CEO of AmWest Entertainment LLC, which offers AmWager, a horse racing streaming and betting platform. In an effort to expand thoroughbred racing in Michigan, Nelson Clemmens and a business partner recently received thoroughbred track and meet licenses from the Michigan Gaming Control Board (MGCB).

In May 2020, the Michigan Gaming Control Board issued an order that horse racing third-party facilitators (those contracted to provide wagering on simulcast or live racing) seeking a license for advanced deposit wagering (a type of betting where a bettor funds his or her account before placing a wager) in the state will have to comply with stated terms and conditions established by the Board. Essentially, this new rule will ensure that Michigan residents who place pari-mutuel wagers on simulcast and live horse racing are still protected through this legislation. With this order, online wagering is now available to Michigan residents and can be done through mobile phones, an adjustment to Michigan's Horse Racing Law of 1995.

This order requires third-party facilitators to:

1. Apply for a license.

2. Provide a proposed operation plan.

3. Submit any changes to the initial proposed plan for pre-approval by the MGCB executive director.

4. Pay fees of $1,000 for the initial application and $500 for license renewal to the MGCB to cover costs of background investigations.

5. Utilize a pari-mutuel system that meets state requirements.
